The appointment of the Overseer, Kaduna State Muslim Pilgrims Welfare Board by placing him on top of his seniors while he is still a civil servant has violated the Civil Service Rule, it has been alleged.
A group, Muslim Ummah and Awareness Forum, Zaria branch, made the allegation this yesterday while speaking to our reporter in Kaduna.
According to the group, led by its Secretary, Malam AbdulRasheed Jallo, there was no place in the civil service rules where a junior staff is appointed as head of either ministry or department (MDA) with the senior staff reporting to him.
“This is particularly what is happening in the office of Kaduna State Muslim Pilgrims Welfare Board where Grade Level-15 officers are reporting to their junior, who is on Grade Level-14. This is highly improper and an injustice which violates the Civil Service Rules”, it lamented.
The group further explained that the appointment and posting of pilgrim officers is the sole responsibility of the Office of the Head of Service, Kaduna State and not the Executive Secretary of the Board.
“But contrary to this, the Overseer, Malam Isa Musa, on assumption of office, dissolved and re-appointed the pilgrim officers.
“The Overseer went further by appointing female Pilgrim Officers which is also contrary to the doctrines and teachings of the Holy Prophet (S.A.W) which states that a woman should not be assigned to lead men especially in the aspect of religion e.g Hajj rituals.
“The Overseer also wrote a letter to His Excellency, seeking for approval sale 50% and 25% seats respectively for the 2014 with the schedule to the various Local Government Areas, contrary to what he gave to the Pilgrim Officers to sell. He personally kept aside for his personal use 220 seats claiming to use it as Local Government Sponsors whereas the Local Government Sponsors seats was reserved in the last 25%.
All efforts to make him explain what his aim is with regards to these seats failed. The removal of the 220 seats has caused serious problem to some Local Government Areas especially Kauru, Kaduna North, Kaduna South, Zaria, Kajuru, Chikun etc”.
In view of the above, the group has appealed to the governor to look into the matter and reconsider setting the standards of the Kaduna State Muslim Pilgrims Welfare Board,once attested as the leading Muslim Pilgrims Welfare Boards in the country with regards to discipline, efficiency, dedication and achievements.
Efforts by our reporter to get the reaction of the Overseer failed as he did not respond to requests for.comment.
